Capital investment, planning and development for keyworker accommodation
Our task was to develop a solution which would meet the accommodation needs of junior doctors and 96 medical students at a two-site, 840 bed acute trust.
After developing a document to determine and compare the options, a hybrid Outline Business Case was developed and completed by Fowler Consulting where the Trust was able to determine a preferred solution which focused on a new build solution that would create a capital receipt and reduce revenue costs for the Trust.
More specifically the trust decided to enter in to a Sale and Leaseback arrangement for the medical accommodation, selling existing residences and going into partnership with a Registered Social Landlord.
The benefits to the acute trust of the arrangement put forward by Fowler Consulting included –
- Quality accommodation at a lower than market rent.
- A performance framework (by the Housing Corporation) already in place
- Experienced staff within the RSL to manage arrears, empty properties etc.
- Revenue saving through removal of capital charges
- A reduction in the maintenance backlog
- Outsourced management
- Greater flexibility.
- Capital receipt to aid financial recovery
