Developing a business case for service relocations in the community

The need to develop a business case for a West Midlands NHS trust which would involve the relocation and redevelopment of wards for older people at a local hospital. In addition we had to identify accommodation in the community which would provide 16 beds for adult clients with alcohol and substance abuse.

In carrying out this project, we had to ensure that there was capacity for developing the clinical service, increasing the number of patients cared for and reducing operational costs.

Working closely with clinical and administrative staff, we defined model of care that met the requirements of older people (to the requirements of the National Service Framework),  patients on a medium secure ward and rehabilitation of patients with alcohol and substance abuse problems.

In developing the business case, we used our expertise in estate management to review building stock, undertake feasibility exercises, determine build costs and define the schedules of accommodation for each part of the process.

Importantly, the business case required a professional understanding of the local community and the planning authority to ease a change of use requirement of building through a number of critical stages.

This business case demanded an understanding of critical path analysis, risk management, and property and planning law with an NHS context.  we were  able to manage all these elements. Equally provide support to clinical managers in the development ot the care philosophy and model of care.
